Google Analytics helps you track visitors of your website. Using which you can make some very important changes to your website that can help you improve your website. Google Webmaster tools helps you manage your website with Google Search. It will provide you suggestions to improve your website.

Yes, I can help you setup analytics to any website as long as it allows tracking visits using Google Analytics. (Some websites doesn't allow tracking visits. e.g. Free version of WordPress.com blogs).
What does Robots.txt & Sitemap do?
Robots.txt helps you control the Google Crawler Bot crawling your website. Your website sitemap helps you get your website crawled properly in Search Engines like Google, Bing, etc.
Will these things help me rank top in Google?
Yes. I mean not directly. But if you analyze your website visitors using Google analytics and improve your website using suggestions shown in the Search Console(Webmaster Tools). Your website can surely rank better in Google or any Search Engine if you follow these.
Where can I find my website's Sitemap or Robots.txt?
Generally the are in the root of your website files. You can access them using www.example.com/sitemap.xml and www.example.com/robots.txt If you can't find it there, you don't have it or they are placed somewhere else. Contact me and I will help you setup or find them.

You can access your Google Analytics from: https://analytics.google.com & Webmaster Tools from: https://www.google.com/webmasters/tools/
Do I need Bing Webmaster Tools as well?
Yes, I suggest having Bing Webmaster Tools along with Google Search Console as it has some great tools to improve your website.
Which information I will need to send you to let you start the work?

Should I install Google Analytics in my Under Development website?
I suggest you should wait until the website goes live because I need to use the website URL while setting up analytics and Webmaster tools. As the website might be on development server I will need to change the URL if we setup during the development period.
