I will setup a forum for you where you will have a different admin panel with full control over forum and users will do what you allow

After this implementation users will be able to post topics,edit their topic,edit their profile. the visitors can read the posts(it's totally on you if you want to allow) and you will have the ability to edit,add,delete users. i will use famous phpbb forum open source code for this.
